New Resource: Examples of Denied/Granted RAP Exception Requests
As of January 2021, a payment reduction applies to a home health final claim when the request for anticipated payment (RAP) is not submitted timely. When home health providers wish to request an exception to the late RAP penalty, the KX modifier is reported on the final claim with the Health Insurance Prospective Payment System (HIPPS) code on the revenue code 0023 line.
CGS has developed a new resource that provides scenarios where exception requests were denied or granted by CGS. Refer to the Examples of Denied/Granted RAP Exception Requests for assistance when requesting an exception.
Remember, the following four circumstances qualify for exception request
- Fires, floods, earthquakes, or other unusual events that inflict extensive damage to the HHA’s ability to operate
- An event that produces a data filing problem due to a CMS or MAC systems issue that is beyond the control of the HHA
- A newly Medicare-certified HHA that is notified of that certification after the Medicare certification date, or which is awaiting its user ID from its MAC
- Other circumstances determined by the MAC or CMS to be beyond the control of the HHA
When requesting an exception, home health agencies should provide sufficient information in the “Remarks” section of the final claim. This allows the CGS Claims department to research the exception request. If the information is not sufficient, CGS will request additional documentation.
