HHA & Hospice Enrollment Moratorium
On May 13, 2026, CMS implemented a temporary nationwide enrollment moratorium on Home Health Agencies (HHAs) and Hospices.
This means HH&H Medicare Administrative Contractors (MACs) must deny certain enrollment applications submitted on or after May 13, 2026, and refund the application fee.
The moratorium applies to:
- HHA & Hospice providers submitting an initial enrollment application.
- HHA & Hospice providers who have a change in majority ownership (CIMO) under 42 CFR 424.550(b) within 36 months after initial enrollment or following the most recent CIMO where an exception isn’t met.
- Applications to reenroll following a revocation or voluntary withdrawal.
- Applications to add an HHA branch or Hospice location.
The moratorium doesn’t apply for applications to:
- Reenroll after a deactivation reason under 42 CFR 424.540(a) (except (a)(8)).
- Report Tax Identification Number (TIN) changes that occur without any accompanying ownership changes and comply with the 36-month rule.
- Report changes in practice location or enrollment information (e.g., phone number).
- Report changes in ownership that comply with the 36-month rule.
The moratorium will remain in effect for 6 months. CMS may extend the moratorium in 6-month increments if deemed necessary.
