Hospice: Related or Not Related? (GW HCPCS)

It is important for Part A and Part B to communicate with the hospice to discuss the plan of care as this will help in determining if services are related or unrelated to the terminal condition. Any services unrelated to the terminal condition must be billed with specific coding to identify that the services are not related to the terminal condition.

This webinar will discuss an overview of the Medicare Hospice Benefit, physician billing for hospice patients, use of the GW HCPCS modifier and condition code 07, verifying if a beneficiary is in Hospice and how to determine if a medical condition is related or not related to the terminal condition.

Hospice is a program of care and support for people who are terminally ill with a life expectancy of 6 months or less if the illness runs its normal course. The hospice agency assumes responsibility for medical care related to the beneficiary's terminal illness and related conditions. Medicare can pay for covered medical services that are not related to the terminal illness, but CMS has taken the position that services provided to a hospice beneficiary that are unrelated to the beneficiary's terminal illness and related conditions should be exceptional, unusual, and rare.

A 2024 OIG reports states Medicare Improperly Paid Acute-Care Hospitals an Estimated $190 Million Over 5 Years for Outpatient Services Provided to Hospice Enrollees. Another OIG audit found that Medicare Part B improperly paid $117 over a five-year period.
