Yes, as long as you have the four data points needed to use the look up tool. There is no established time limit.

- If we are adjusting a claim that used the HICN, do we need to change the HICN to the MBI number?

Adjustments are one of the exceptions where HICN usage is still allowed.

All claims with limited exceptions are expected to be submitted with the MBI on and after January 1, 2020.

- Will claims receive a front end reject or a denial on an EOMB? If is a denial on an EOMB, will the MBI be passed after 1-1-2020?

These claims will receive front end rejections. There will be no denial with an EOMB. One place that you can find specific rejection details is the MLN Matters SE18006, New Medicare Beneficiary Identifier (MBI), Get It, Use It.
